Rebuilding Chicago First Impressions

The Great Fire took out most of downtown Chicago.

So you are Rebuilding Chicago.

Rebuild your District over three rounds by laying out buildings, chasing World’s Fair era Events, and covering up the rubble before someone else claims the bragging rights.

Rebuilding Chicago Game Overview

Quick Rules Summary

Rebuilding Chicago plays out over 3 rounds, each running through an Unhappy Population increase, an Action phase, a Profit phase, and a Cleanup phase.

During the Action phase, you take turns doing one of three things: buying a Building card, activating an Event, or enacting a Law.

Every Building card offers a choice between two halves. Take the front, and you place a Building tile (or several) into your District, covering Rubble symbols and, ideally, leaving “See the Sights” symbols uncovered, while nudging up one of your Quality Tracks.

Take the back and you either bank a Profit phase ability, an End of Game scoring ability, or grab 2 Suburb tiles to expand your District’s buildable area.

Events work similarly: each has a personal effect for whoever activates it and a shared effect for the whole table, usually rewarding you based on how many matching symbols you’ve built versus how much Unhappy Population is currently sitting on your Amenity Track.

How do you win?

The game ends after Round 3.

Everyone tallies their End of Game abilities, any built Landmarks, and 1 point for every $5 left unspent.

Highest total wins, with ties broken in favour of whoever has the lowest Unhappy Population.

Main Mechanisms

Polyomino tile-laying, card drafting where each card is really two cards in one, track advancement across three Quality Tracks, and Event-triggered scoring that rewards you for what you’ve already built.

Theme

Post-fire Chicago rebuilding itself toward two World’s Fairs and an Olympic bid, worn lightly through Event names and flavour text rather than shaping how anything actually plays.

Setup

A central board, a difficulty board, three separate round decks, a Building Market to deal out, Event cards laid face-up, and Suburb tiles in a bag.

Plus each player’s District board, starting Landmarks and tracks to prepare. A step up from a card game, but nothing that should hold up your group for long.

Components & Artwork

Bright, clearly iconed Building tiles in a nice range of polyomino shapes, distinct District boards per player, and Landmark tiles that make each one feel like a genuinely different puzzle to solve.

It’s a good-looking table once a few rounds of building have gone down.

Ease of Teaching

The core turn, buy, activate, or enact, is a short explanation.

The one wrinkle worth flagging early is how a handful of Events compare your built symbols against your Unhappy Population before handing out rewards.

Similar Games

Rebuilding Seattle, obviously, this is the same designer working the same system in a new city, right down to the rulebook calling out the one Quality Track rule that’s actually changed between the two.

If you’ve played one, the other will feel immediately familiar.

Rebuilding Chicago Review

Positives

It looks great on the table.

It plays quickly once everyone’s been through their first round.

The variability between District boards keeps repeat plays interesting, since each one hands you a different starting puzzle.

Negatives

Unhappy Population barely comes up in practice; it sits there accumulating and only actually matters for a handful of Quality-based Events.

Summary

A quick, good-looking city builder where the joy is entirely in the tiles, laying them out, covering the rubble, watching your District take shape.

The Unhappy Population system wants to add tension and mostly just doesn’t, and it’s a blemish on a bland puzzle.
